- Rezoning (Ordinance 3124): The commission adopted Ordinance 3124 to amend the zoning map designation for the Armstrong property from Mixed Use Urban Corridor to Industrial Business. Motion by Commissioner Martinez; second by Vice Mayor Eady. Roll call recorded five ayes; the motion carried 5–0.
- Deletion of building-fee divisions (Ordinance 3125): The commission approved the second and final reading of Ordinance 3125 to delete Divisions 5–8 (permitting divisions) from Chapter 9, bringing building-permit fees into city policy for administration. Motion carried 5–0.
- Resolution to vacate right-of-way adjacent to 15 Church Street: Staff presented a resolution to vacate a 17-foot-wide right of way originally established in 1889 that encroached on the First Presbyterian Church property; staff recommended adoption subject to a blanket easement and reported no objections from utilities. The commission adopted the resolution.
Other consent and contractual approvals included authorizing staff to finalize negotiations on certain interlocal agreements (7G was continued for renegotiation to pursue a $35,000 match with St. Cloud), approving travel authorization and multiple routine contracts. Several items were discussed but approved as part of the consent or as separate motions during the meeting.
