Kissimmee reassigns HOME funds to rehabilitate Heaven and Vine Apartments, creates tenant-based rental assistance

At its Oct. 7 meeting the Kissimmee City Commission approved a substantial amendment to the city’s portion of the Osceola County HOME Consortium action plan for fiscal year 2023.
Francis De Jesus, Development Services, told the commission that the City of Kissimmee’s HOME award for FY2023 was $359,424. The amendment proposes reallocating a portion of those HOME funds to a new rental rehabilitation activity for the Heaven and Vine Apartments and to create a tenant-based rental assistance program. De Jesus said the amendment would move approximately $217,88 (amount truncated in the meeting record) to a rental rehabilitation activity and $64,290 to tenant‑based rental assistance. The required 30‑day public comment period ran Sept. 4–Oct. 6, 2025; no public comments were received at the hearing.
Commissioners voted to approve the substantial amendment. Staff said the County is the lead agency for the HOME Consortium and the city’s HOME allocation is included in the county’s annual action plan; the amendment will be incorporated into that county plan and reported to the consortium as required.
City staff said they are available to answer questions and will return with any additional implementation steps required by the consortium.
