The Board of Supervisors was told Oct. 9 that action on a short‑term rental application for a property called Sweet Leaf Farm will be delayed because the applicant did not file the required posting affidavit in time to allow final action. Staff said the public hearing will be rescheduled for the November meeting.
Staff explained the property (52 acres off Beach Road, Warrenton) seeks a category 3 special permit to operate a short‑term rental limited to four guests in a two‑bedroom home. The applicant does not meet administrative standards because they do not occupy the dwelling for the required minimum number of days, so a special permit is required. Staff also recounted enforcement history that includes a June 2022 notice of violation and corrective order, and a May 2023 notice referencing class C events, an on‑site firing range, and occupancy of recreational vehicles.
Because the public hearing notice had already been advertised, staff said the item could not be removed from the hearing calendar but that the board could not act on the application tonight. Supervisors pressed staff on whether the applicant is currently in compliance, whether they hold a business license and whether sheriff’s office complaints exist; staff said some complaints went to the sheriff and that they would verify licensing and enforcement status for the November hearing.
Planning staff said the planning commission recommended denial; neighbors raised concerns about noise, shooting and event activity. Staff listed draft conditions the commission recommended should the board ever act: four‑guest limit, a designated caretaker within two miles, no events, no firing range use, no fireworks, verification of caretaker and property management plan, proof of registration with the commissioner of the revenue, well testing, and demonstrated emergency vehicle access.
