Plan commissioners approve five rezones, alley vacation and calendar; one school project deferred

The Toledo Plan Commission unanimously approved a string of routine land‑use items and adopted an alternate 2026 hearing calendar at its meeting.
Commissioners voted to approve the minutes from Aug. 14, 2025, and then adopted the alternate 2026 calendar to hold the January meeting on Jan. 15 rather than Jan. 8 to give staff more time around the holidays. "My preference is for the January 15th meeting date," the chair said during the calendar discussion.
The commission then approved a set of zone changes and an alley vacation. Motions carried unanimously for:
- KZ‑25‑0025: rezone from IL to CN at 3031 Douglas Road to allow the existing duplex to be rebuilt and to align the parcel with surrounding commercial and residential uses. Applicant Marcus Johnson told the commission he sought the change because "I couldn't get a bank loan because nobody wanted to loan on a property that couldn't be rebuilt." Staff recommended approval as consistent with the comprehensive plan.
- Z25‑0029: rezone from CO to RD6 at 4015 Roanoke Road to match the property's residential use; staff recommended approval and commissioners noted only general inquiries had been received.
- Z25‑0026: rezone from CR to RD6 at 1009 South Avenue to return a house to residential zoning; a representative for the buyer said the property "originally used to be residential and we want to make it residential zoned instead of commercial."
- V3.8825: vacation of a 14‑foot alley behind 16 Clyde St. at the request of Judith Miswitz. Commissioners and a neighbor confirmed that vacating the paper alley would allow the applicant to purchase the parcel (not receive it for free), that utility easements would remain and that the applicant could not block access to the adjacent, unaffected portion of the alley.
- Z25‑0030: down‑zoning several parcels on Douglas Road (2950, 3002, 3006, 3010) into the same commercial‑neighborhood classification as the nearby shopping center. Applicant Edward Abuts confirmed ownership of the parcels; staff recommended approval and two public callers expressed support for the down‑zoning.
In each case commissioners moved, seconded and approved the staff‑recommended action; applicants were told the approved items will be considered by Toledo City Council on Nov. 13 at 4 p.m.
One item was deferred. SCP‑250033, an operations building application from Washington Local Schools for a site on W. Alexis Road, requested and received a 30‑day deferral at the applicant's request.
The meeting adjourned after concluding these items.
