The Plumas County Flood Control and Conservation District moved a step closer to transferring maintenance responsibility for the Grizzly Valley pipeline to the City of Portola after the board adopted a resolution authorizing the district manager to execute the transfer and pay associated Department of Water Resources costs.
Ralph Sullivan, speaking for Flood Control, said the transfer has been planned for years as part of the larger water‑treatment plant transition to Portola. He explained the state Department of Water Resources owns the pipeline and will need to be involved in site visits, a transfer agreement and possible fees; Sullivan noted a deposit invoice of roughly $20,000 had been submitted to cover initial DWR costs.
The board took a roll‑call motion to adopt the resolution that grants the flood control manager the authority to sign off on invoices and the transfer agreement; the roll call recorded unanimous approval. County counsel reviewed form and the resolution was approved as to form.
The action has no general‑fund impact and transfers maintenance responsibility to Portola; further documents and final costs will be handled by the flood control manager under the authority granted at the meeting.
