Elgin ISD Board Gets Bond Project Updates; Trinity Ranch Opens, Site Work Begins for 2024 Bond

Elgin ISD trustees on Aug. 18 reviewed a lengthy construction update covering finishing work on the high school auditorium, the ribbon cutting and tours at Trinity Ranch Elementary, progress on a new transportation facility and early mobilization of 2024 bond site work.
The district's executive director for construction told the board crews have moved into the renovated auditorium, furnishings and curtains are in place and contractors are finalizing a punch list and commissioning intricate lighting and sound systems. "We've got all of our furnishings in, curtains are in... our contractors work with our consultants to create a punch list," the presenter said.
Trinity Ranch Elementary was celebrated with a ribbon cutting and tours; the presenter said staff and community turnout was strong. The district is still working to complete a permanent fiber connection to Trinity Ranch after TxDOT permitting led staff to change the plan from an aerial crossing over Highway 290 to an underground bore, which has delayed the permanent connection but not occupancy.
On the transportation facility, utility installation, paving and site work for Phase 1 are progressing with a targeted opening in spring of the following year; Phase 2 is slated to be funded from the 2024 bond. The presenter said HVAC work and some 'hot spots' remain at a few campuses but contractors are addressing them.
Trustees also discussed athletic improvements, including turf installation and alternates for press boxes and fencing. The presenter said the contractor and manufacturer remain comfortable with schedules to meet spring seasons. Board members asked about walking routes and crossing-guard coverage near Trinity Ranch; staff said crossing guards are in place and they will provide additional routing data if requested.
The consent agenda that board members approved included selection of a construction manager at risk (RFP 2026-02 culinary program) and approval to move forward with guaranteed maximum price (GMP) 1 for site work on a 2024 bond project; trustees voted to approve the consent items 7–0.
Next steps: staff said GMP 2, covering interior work and the remainder of the project, will be presented to the board next month and site mobilization could begin 'nearly immediately' once contracts are finalized.
