Youngstown council suspends rules to pass several ordinances, approves parking enforcement contract and zoning change, defeats another zoning application

At its Sept. 17 meeting, Youngstown City Council moved several ordinance items quickly under suspension of the rules and recorded roll-call votes on multiple matters.

Councilman Ray moved to suspend the rules and place ordinance items 3 through 7 and 10 through 16 before council; the motion passed on a roll call in which six council members voted yes. The president announced those ordinance items had been passed as a group.

Under sign-out-of-committee procedures, council considered ordinance 25-2-43, which authorizes the Board of Control to advertise for proposals and enter into agreements for parking-enforcement services. Council suspended the rules for immediate consideration and passed 25-2-43 on a 6-0 roll-call vote.

Council likewise placed and passed ordinance 25-2-35, which changes zoning classifications for properties on Pierce Avenue and McFarland Avenue, by roll call (6-0). By contrast, ordinance 25-2-17, a zoning change for property at 37 North Shindley Avenue, was placed before council "with a yes vote to defeat" and was recorded as defeated.

Earlier in the meeting, Councilman Ray moved that ordinance item 1 (authorizing the Board of Control to approve payment not to exceed $89,000.384 for a ShotSpotter gun-location system) be referred to the safety committee. The council also moved to receive and file communications and reports items 1'18.

Roll-call tallies were recorded repeatedly during the meeting; where a roll call was taken the chair announced "6 yays" for passage or suspension. The council adjourned after brief announcements and a motion to adjourn was seconded.
