Eagle Pass ISD updates student code of conduct, approves several hires and purchases

The EAGLE PASS ISD Board approved revisions to the district’s 2025–26 Student Code of Conduct on Aug. 19, citing recent state legislation and local policy updates.
A district presenter identified as Amalia summarized changes reflecting state actions, citing House Bill 6 (requiring parent overview materials) and a shift in discipline policy for nicotine and e-cigarette/vaping devices from a mandatory to a discretionary placement for first offenses. She said the district also updated provisions related to personal communication devices in light of House Bill 1481. “...they just released the Spanish version, so we're getting ready to release that,” the presenter said regarding parent materials.
Trustee Victor Perry moved to approve the handbook revisions and Trustee Tom Gonzales seconded; the board voted to approve the Student Code of Conduct revisions.
On routine business the board approved a request to purchase credit-by-exam tests from Texas Tech University for secondary campuses and delegated authority to the superintendent or designee to complete budgeted purchases. Trustee Christopher Hiller moved the purchase and Trustee Morris Lipson seconded; the motion passed unanimously.
The board convened in closed session under Texas Government Code Chapter 551 to consider personnel matters including hiring to fill vacancies and approval of term contracts. After returning to open session the board approved multiple personnel actions consistent with closed-session deliberations: approval to hire personnel to fill vacancies; approval of term contracts; and hiring two instructional officers — Angie Y. Gomez at Kennedy Hall and Gabriela Juarez at Sam Houston Elementary — each subject to possible future reassignment by the superintendent. Motions and seconds for each hire were recorded on the floor and the board announced the votes as passing.
Separately, trustees elected board representatives to the Texas Association of School Boards for delegate and alternate roles and took consent actions; item 8 was tabled pending ongoing negotiations.
What’s next: Human-resources paperwork and onboarding will follow for approved hires; the district will implement the updated code of conduct and distribute parent materials as required by state law.
