Eagle Pass ISD adopts 2025–26 budget and sets property tax rate at 0.82512

Board President Jorge Herrera said the EAGLE PASS ISD Board adopted the district’s 2025–26 budget at its Aug. 19 meeting, after a final workshop presentation by district finance staff.
Mister Michalis, who led the budget presentation, said, “The budget has—we've incorporated everything that needs to be incorporated into the budget. We have the salary increases. ... We're looking at the end of this year... available funds... $47,800,000, and that's as of 08/31/2025.” He also reported a recurring shortfall he described in the presentation as “8.9” (the transcript did not specify units) and said district salary increases were covered by state funding so they did not further increase the deficit.
During the meeting the president read Resolution 20252026-01 setting the tax rate: “I move to adopt the 2025 tax rate of 0.7553 for the maintenance and operations fund and the tax rate of 0.06982 for the interest and sinking fund for a total tax rate of 0.82512.” The motion noted this represented “a 0.04663 percent increase in the tax rate.” Trustee Christopher Hiller moved the resolution and Trustee Morris Lipson seconded; the board voted unanimously to adopt the rate.
Michalis also summarized proposed exemptions that the district will apply when tax bills are calculated: a $140,000 exemption for property owners and an additional $60,000 exemption for taxpayers aged 65 and over, for a total exemption of $200,000 for eligible seniors.
After the workshop the board voted to adopt the official budget for the 2025–26 school year. Trustee Jaime C. Variera moved adoption and Trustee Tom Gonzales seconded; the president called the vote and said the motion passed.
The board opened a public hearing on the proposed budget and tax rate but recorded that no members of the public had signed up to comment before closing the hearing. The board then carried out the formal roll-call motions to adopt the budget and tax rate at the meeting.
What’s next: The budget and tax rate will be reflected in district financial planning and in taxpayers’ bills after the county tax office completes its calculations.
