The subdivision text amendment updates cul‑de‑sac geometry (to accommodate a new ladder truck), adds illumination standards for street lighting, and requires backup generators for new or expanded community water systems over a cumulative ERU threshold (staff proposed 25 ERUs but commissioners asked whether 11 ERUs—EPD's typical community‑water threshold—would be more appropriate). Commissioners voted to recommend the subdivision text amendment to the county commissioners while asking staff to consider lowering the ERU threshold and clarifying the grandfathering/implementation approach.
Staff also presented a broader set of zoning‑code changes covering definitions (townhomes, condos), conditional uses (go‑kart/ATV trails), accessory dwellings in certain rural zones, architectural front‑façade standards for subdivisions, rules for microbreweries/brewpubs and a conservation‑subdivision option tied to public sewer. Commissioners raised concerns about emergency‑access and noise standards for trail uses, consistency of curfew/noise hours across use types (weddings vs. motorized trails), and definitions of acceptable materials, and on that basis unanimously voted to defer the broader Appendix C zoning changes to permit more consultation with fire, EMA and affected stakeholders.
