Council approves final change order and Ecology loan amendment for wastewater digester project

Jeremy Hoover presented the wastewater treatment plant digester update and said Change Order No. 9 contains 12 items. He told the council that an amendment to the Department of Ecology loan (Amendment No. 4) increases the Ecology loan value by about $656,000 to cover those items, reducing the sewer fund contribution to the project.
"This is actually going to decrease the amount of money that's coming from the sewer fund because we're getting the additional funds from the Department of Ecology," Hoover said, and he noted the change order should be the last one and staff anticipates project completion with a grand opening around October.
Council member Rose Stann moved to approve the amended project budget for wastewater treatment plant digester Project No. 1810, authorize the city administrator to sign Amendment No. 4 to the Clean Water State Revolving Fund loan agreement with the Department of Ecology, and authorize the city administrator to sign Construction Change Order No. 9; the motion was seconded and approved by voice vote.
What happens next: staff will finalize the administrative signatures and prepare for project closeout and a projected grand opening in October (city staff noted this is the goal but not a firm date).
