Council approves several development agreements, zoning change to R3M and routine bids; denies fee waiver for July Jamboree

The Cedar City Council took a series of actions on development, zoning and routine municipal business during the August 27 meeting.
Development agreements and resolutions: Council approved a development agreement related to public improvements on Westview Drive (property near 1800 Westview Drive) after staff described the engineer-based fee estimate and told council the funds would be held in a capital improvement account for future road projects. A second resolution — approving the second amendment to a development agreement to improve access near 800 North and 3500 West — was approved unanimously with direction to staff to continue coordination with the developer. The council also approved a development agreement allowing a property owner near 1600 West/Industrial Road to defer installing all public improvements for a proposed agricultural storage building; council discussed that any later subdivision or change of use would trigger full improvement requirements.
Zoning and ordinances: Council considered and adopted an ordinance changing the general plan from medium-density residential to high-density residential and rezoned a parcel near 200 West/2530 North to R3M (multi-unit). Staff and the developer—s engineer, Mike Platt, described the proposal and transition concerns; the ordinance passed on a recorded roll call with one recorded 'nay' among council members.
Consent and bids: The consent agenda passed unanimously, including approval of bills dated 08/15/2025. Council approved a $283,392 bid from Viking Excavation for the Cedar City Cemetery renovation phase 3R. Council also declined a request to waive park and other fees for the July Jamboree but agreed the special events department will pay a $2,000 sponsorship fee to the Rotary Club once invoiced. Finally, the council approved a resolution amending the fee schedule for water meters and strainers to reflect purchase costs.
Councilors emphasized that some development approvals are initial steps and additional notifications, planning commission items and possible road vacations could return to council for further action.
