DPW change order for Coolidge Avenue storm-inlet frames estimated at $16,300; administrator says contingency covers $10,000 net increase

Township Administrator DeCarlo told council Aug. 11 that a change order will be needed for the Coolidge Avenue resurfacing project to replace metal inlet frames so new bicycle-safe head pieces will fit. The proposal totals $16,300, but "this amount is still within the contingency allowance and will not increase the cost of the project," DeCarlo said. He later said the change order results in an approximate $10,000 net increase but remains within the 20% contingency in the bid award.
DeCarlo explained the existing frames are incompatible with the NJDOT-required head pieces because bolt holes do not align; to have accounted for that in the original bid would have required disassembling the inlets during design and would have increased project costs. The township engineer provided a written proposal and DeCarlo said he would present the formal change-order request when the contractor's pay application appears before council.
Council members asked whether engineers should have foreseen the need to replace frames. The administrator said the issue involves hidden bolts and components that would not be visible without disassembly and that contingencies are intended to address such issues. Council asked staff to ensure full documentation appears with the formal change-order resolution.
