Public works staff told the Arlington City Council that the Smoky Point and 188 roundabout project was rebid after protests led the city to reject the first set of offers. “We rebid the project… SRV Construction is attached to the council agenda bill as the apparent low bidder,” Public Works staff (Jim Kelly) said.
Kelly said staff reviewed seven points the protester raised, discussed them in depth with the city attorney and concluded the protests were minor and waivable; staff intends to move forward pending a formal qualifications review. Several council members asked whether other transit considerations (articulating buses, route alternatives) were compatible with roundabout geometry; staff said roundabouts can be designed to accommodate articulating buses and that route planning remains under discussion.
Kelly told the council he would return next week with a list of qualified bidders and a recommendation for award. No formal award vote took place at the workshop; staff described ongoing protest resolution and qualification review work.
