Punxsutawney Area SD celebrates new inclusive playground; payment for work paused pending subcontractor proof

Teachers and students on Thursday evening celebrated a new all-inclusive playground at the district elementary school, and the board learned the district is pausing remaining contractor payments until it receives documentation that subcontractors were paid.
Jody Barbaugh, a teacher who led the project presentation with colleagues Carl Martin, Kara Rivera and Tessa Ellis, described the playground as more than equipment. "It's more than just a playground to us. It's a statement. It's a message to Punxsutawney families that says you matter," Barbaugh said, thanking the board for its "leadership, vision, and commitment."
Barbaugh and other educators showed a short video of students using the new equipment and said the project began three years ago after teachers raised concerns about students' inability to access existing playground equipment. Administrators reported a post-installation walkthrough found a seam in the rubber surfacing and a seesaw whose seats were digging into the surfacing; staff said they would address those punch-list items.
Later in the meeting, district finance staff reported that the remaining portion of pay application 3 for the playground was pulled from the ledger after legal counsel raised concerns that some subcontractors may not have been paid. "Once we're put on notice of that, we need to make sure we do not release any additional payments until we get from the contractor proof that the pay applications we've already given them, how they've used that to pay the contractors," the district's finance representative said. A subsequent pay application (pay application 4) was returned to the contractor because the math on it was incorrect, the finance presenter said.
The board approved other routine bills during the meeting but did not release the withheld playground payment; administrators said they will request the required documentation from architects and the contractor and return the pay application to the board when the records are complete.
Next steps: staff will collect subcontractor-payment documentation and correct pay-application math; the playground's remaining payment and any retainage will be considered at a future meeting once legal and administrative review is satisfied.
