Committee backs $8.24 million award for 90 Ninth–90 Seventh Terrace storm drainage project

The Overland Park Public Works Committee voted unanimously to recommend City Council approval of a contract award of $8,236,536 to BF Anderson Builders LLC for Phase 3 of the storm drainage improvements between 90 Ninth Terrace and 90 Seventh Terrace.
Lauren, a city staff presenter, said BF Anderson was “the lowest and best responsible bidder with a bid in the amount of $8,236,536.” She described the work as replacement and enlargement of an existing concrete channel, construction of a new culvert at 90 Seventh Terrace, reconstruction of a portion of Knox 90 Seventh Terrace, and installation of additional pipe and inlets.
Staff told the committee the project will remove 27 homes from the regulatory flood plain and help alleviate street flooding in the area. Lauren also said the project budget had been exceeded by $1,500,000 because of higher construction costs, a staffing change that requires contracting out construction observation, and utility relocations; Lorraine from finance confirmed there are sufficient funds in the stormwater utility and staff leveraged roughly $4,000,000 from the Johnson County stormwater management program to help cover the scope.
Committee members asked whether the widened channel would match earlier phases and whether observation work would be folded into existing contracts; staff said the channel will be concrete and similar in profile to prior phases and that a separate construction-observation contract will be brought to the committee in the coming months.
A committee member moved to recommend City Council award (project SD1832) to BF Anderson Builders LLC; the motion carried by voice vote as recorded in the meeting audio.
The recommendation will be forwarded to City Council for final approval and contract execution.
