Commission recommends approval for 11,000‑sq‑ft freestanding ER at North Tyndall Parkway

The Bay County Planning Commission voted Aug. 19 to recommend approval of a small‑scale comprehensive plan amendment and zone change that would allow an 11,000‑square‑foot freestanding emergency room at the northwest corner of North Tyndall Parkway and East 11th Street.
Janet/Can (staff) presented the application and recommended the change, saying the site meets bulk regulations and that surrounding future land use and zoning make the proposed commercial designation logical. "Staff finds the proposed comprehensive plan and zone change consistent with the comprehensive plan and land development regulations and forward the recommendation to the Board of County Commissioners for approval," staff said.
William Harrison, representing the applicant, said the facility would support health care for Callaway, Parker, Springfield and Tyndall Air Force Base communities. Architect Ian Anderson described site plans for utilities, parking, drainage and other requirements to accommodate the facility.
Harrison emphasized the facility is not designed as an ambulance‑first‑drop location or a residential overnight facility: "That is not the purpose of this facility… it is not licensed nor will it be handling people that stay there on a residential basis." After questions from commissioners, a motion to approve staff’s recommendation carried by roll call with all present voting yes. The recommendation will be forwarded to the Board of County Commissioners.
