IGR warns FGOC of HR 1 budget impacts and expedited redistricting package; updates on county-sponsored bills

David Campos, representing the county’s Office of Intergovernmental Relations from Sacramento, and IGR program manager Elaine Tran updated the Finance and Government Operations Committee on Aug. 19 about legislative activity and county priorities.
Campos said the Legislature is working on a legislative package that would redraw congressional districts and must be finalized by Friday of the week of the meeting; hearings are scheduled across appropriations and elections committees. He also urged committee members to expect close attention to the state budget as the Legislature grapples with the fiscal impacts of HR 1. "We expect that a floor vote on that package will happen, in both the senate and the assembly by Thursday of this week," he said.
IGR staff reviewed three county-sponsored bills: AB 1025 (standby guardian), which was held in Assembly Appropriations and remains under discussion; SB 261 (Sen. Wahab), which aims to encourage businesses to satisfy outstanding wage-theft judgments and was scheduled to be heard in Appropriations on Aug. 20; and AB 243 (Assemblymember Ahrens), on expanding higher-education access for system-involved youth and currently on the Senate floor. They also described ongoing advocacy with CSAC, CAPH and other counties to press the state for assistance on Medi‑Cal and public-hospital funding consequences from HR 1.
