The Jacksonville Rules Committee on Aug. 18 approved a large set of appointments and technical items by recorded voice and ballot votes, most by unanimous committee tallies.
Key approvals recorded by the committee included mayoral appointments and confirmations: John Trevathan to the Homelessness Initiatives Commission; Percy J. Golden as director of the Fire & Rescue Department; Jacob W. Blanton as deputy chief of rescue; Alicia Dallas Cook as division chief of rescue; Susan C. Kelly as chief of the Community Planning Division; Dr. Repass to the Planning Commission (at‑large); and Kristen K. Packer to the Jacksonville Housing Finance Authority.
The committee also approved numerous bills and amendments on consent or nomination—many procedural or technical in nature—including items that clarified actuarial and pension‑related language, adjusted industrial pretreatment code to accommodate JEA’s potable‑reuse project, clarified phase‑1 economic development grant payments and auditor‑recommended protections tied to a $9.5 million capital spending trigger, and a number of other ordinance numbers listed on the agenda. Several items were deferred at sponsors’ requests; the vice chair noted deferrals at the start of the meeting.
Vote totals for the recorded items reported in committee minutes were generally five yays, zero nays on each recorded vote. The committee concluded with three public commenters and adjourned.
