Rules committee approves change allowing up to three expert seats on planning commission

The Rules Committee on Aug. 18 voted unanimously to allow up to three seats on the city planning commission to be designated for applicants with expertise in planning, design or related disciplines, and to clarify how conflicts are handled under Florida Statutes.
Doan Rangel of the Office of General Counsel said the legislation does not change the size of the commission; rather it creates an option that, "to the extent available," up to three of the nine commissioners could be designated for expertise in planning or design. The goal, proponents said, is to let resident professionals with relevant training serve without being required to resign under the recently enforced interpretation of conflict rules.
Planning commissioner Laura Dietrich told the committee she drafted the amendment to correct an oversight and to mirror language in the Historic Preservation Commission that already allows expert seats when available. Dr. Repass and other panelists said the change would increase the pool of qualified applicants while preserving conflict safeguards.
Rangel said the change would resolve potential conflicts under Florida Statutes 112.313(7) for designated expert seats and would allow those experts to file the appropriate forms without having to quit a position. The committee approved the measure by recorded vote (5–0).
What to watch: the change is a policy decision intended to increase technical capacity on the planning commission and will be reflected in mayoral appointments going forward.
