Santa Clara County outlines emergency and human-trafficking plans for Super Bowl, World Cup events

Dana Reid of the Office of Emergency Management said planning began months ago and now involves 31 subcommittees organized around an incident-command structure. The county will staff its emergency operations center and embed OEM representatives in a regional coordination center run by the FBI and in City of Santa Clara and San Jose operations centers. "We're gonna be activated for 10 days for Super Bowl in the EOC. And for FIFA, we're gonna be activated for 21 days," Reid said.
Reid identified primary hospital partners for trauma and air-transport capacity and stressed coordination with public health, behavioral health, EMS, sheriff’s communications and regional hospital systems. Vice Chair Ellenberg pressed for clarity on which hospitals would be designated; Reid said Valley Medical Center, Regional Medical Center and Stanford are the three primaries and noted Saint Louise and Good Samaritan as additional helipad-capable options.
County officials described the fiscal pressure of hosting major national events. The county executive said the state has made an initial allocation of about $10,000,000 for Los Angeles and Bay Area costs but cautioned that the amount will not cover the full local expenditures for staffing, overtime and specialized assets. He said Santa Clara County has been asked to act as the administrative fiscal agent for state funding, a role that carries administrative burden but allows some cost recovery.
Officials urged clearer state-level coordination of resourcing for these large events, citing the fiscal constraints posed by federal cuts in HR 1 and the need to ensure mutual-aid and hospital surge capacity. The committee voted to receive the OEM briefing; staff said a fuller presentation will return in September.
