Paula Privy, the city's planning director, presented Resolution 25-768 for the Waterford Reserve final preliminary plat and explained the project's timeline through the planning process. She said the project returns with planning commission recommendation after a tentative preliminary plat approval in December 2023 and subsequent review, including a public hearing on June 18, 2025.
Privy said the plat includes 52 single-family residential lots on existing and new public roads with full public water and sanitary sewer. She explained the project will be phased: 11 lots fronting Marlborough Street have utility stubs and could be built first, while the remaining 41 lots require new roads and infrastructure before development.
A representative for the applicant, Dale Cracker of JTB Homes, described the preliminary design for roughly 18–19 acres and 27 lots for the site-condominium component and noted traffic-calming design elements such as 90-degree turns intended to slow traffic. He said the developer is pursuing site condominium status for a faster state process and that a homeowners association will maintain landscaping and stormwater detention.
The commission moved, supported and approved Resolution 25-768 by voice vote.
Next steps: applicant to complete remaining engineering and infrastructure work required by planning commission conditions before building permits for later phases are issued.
