Under the recommendation on the council agenda for Thursday, any gas station proposed within 600 feet of Tower Terrace Road would require a conditional use permit and would be limited to specified intersections (examples cited included Alburnett Road, Highway 13, and 30th/5th streets), with a maximum of one station per intersection. The proposal would continue existing citywide requirements (canopies located behind principal buildings, landscape buffers next to residences, 20-foot pump setbacks from lot lines and a required associated convenience/retail building) and would require primary access from side streets (no direct Tower Terrace access). Planning staff also described a pump/vehicle service capacity rule (existing conversation around accommodating up to 16 vehicles at once with configuration limits).

Council discussion focused on whether intersection-only limits could unduly constrain locations that would serve the north side of town, whether Highway 13 intersections should be allowed larger facilities, and whether a lower pump count (some members suggested six pumps/12 vehicles) could produce a cleaner, neighborhood-scale look. Staff noted the code is amendable and council can revisit limits if market conditions warrant.
