Board approves conditional use for outside storage yard on Highway 17 with conditions

NASSAU COUNTY — The board granted a conditional use permit for an outside storage yard in the Commercial Intensive (CI) district to Forshee Investments LLC at 850548 U.S. Highway 17, subject to conditions intended to reduce visual and lighting impacts.

Stephanie Kaiser of the planning department presented CU2025‑013 and told the board the application met the 11 conditional‑use criteria for public health, safety and orderly development. Staff recommended approval subject to four conditions: (1) rights assigned to the applicant and not transferable; (2) exterior lighting shielded/downcast; (3) a perimeter landscape buffer (average width 15 feet, minimum 7.5 feet) fronting Highway 17; and (4) high‑density buffer screening along the eastern property line.

Applicant Brandon Forshey said he operates a local construction business and needs secure on‑site storage for equipment. He said the site would house trailers and excavators and would be owner‑operated.

Board members asked for clarification about buffer placement and the staff report; staff agreed a scrivener’s error mislabeled the buffer line and confirmed it should be on the eastern property line. The board then voted to approve the conditional use with the stated conditions.

Next step: Site development and permitting must meet Nassau County’s Land Development Code and the listed conditions before outside storage operations begin.
