Hooper Council directs draft of stormwater ordinance after MS4 audit

Hooper City Council voted Aug. 21 to direct staff and the city attorney to draft amendments to the stormwater code (HCC 6-4) after an MS4 audit flagged ordinance gaps.
Taylor Stoffler, speaking for city public works and engineering, said the audit required updates and recommended inserting clearer illicit-discharge prohibitions, specifying that chlorinated pool water must be dechlorinated before discharge to storm systems and formalizing requirements for stormwater pollution prevention plans and permits when disturbing more than one acre. The draft will also spell out an enforcement ladder, including written notices and fines for repeat violations.
Council Member Fowler moved to authorize the drafting of the HCC 6-4 stormwater amendments and Council Member Hill seconded; the motion carried on a voice vote. Stoffler said the changes are intended to bring local code into alignment with MS4 permit expectations and that staff will route draft language through the city attorney for review before returning to council for adoption by December.
No fines or specific penalty amounts were adopted tonight; staff said draft language will include enforcement options and that the legal review will ensure the ordinance aligns with state and federal requirements before a final vote.
