The Pocatello City Council approved a $432,900 professional services agreement with Keller Associates to update the city’s water system facility plan.
Justin Armstrong, the city’s water superintendent, told the council that the studies are comprehensive and include elements outside current in‑house expertise such as SCADA communications and structural evaluations. Armstrong said the work typically requires a multi‑discipline third party because it provides an external, non‑biased review that supports funding applications and long‑term planning. “These studies are pretty very comprehensive ... they include portions of it that are just outside the expertise of existing staff,” Armstrong said.
Council Member Mangum moved to approve the contract; Council Member Cheatham seconded and the motion passed by roll call. Staff confirmed funding for the project is available in the 2026 water department budget and estimated the study would take roughly 16 months to complete.
