County manager (speaker 4) explained that the county had not changed its landfill consultant in more than three decades and that the selection panel evaluated eight firms, narrowed them to four and recommended Garrett Moore. The temporary contract will fund immediate compliance testing and regulatory tasks already budgeted and allow staff to start required work while final annual contract terms are completed for a subsequent meeting.
The manager said the county handles roughly 72,000–73,000 tons of material annually and transfers most municipal solid waste. He framed the procurement as part of a broader effort to re‑evaluate solid‑waste strategy and manage transport and capacity risks at nearby regional facilities; DEQ estimates roughly 10 years of capacity at a neighboring facility the county uses.
Commissioner Burns moved the contract approval, and the motion passed unanimously 5‑0. The county attorney will review the agreement prior to final execution by the county manager.
