Daytona Beach Shores approves Chief Fowler as acting city manager with temporary pay adjustment

The Daytona Beach Shores City Commission voted Sept. 8 to appoint Chief (Captain) Fowler as acting city manager during the transition to a permanent manager.
Fowler told the commission he had reviewed the contract and welcomed the assignment. "It's perfect for me, and I appreciate everyone's confidence," he said.
The contract, discussed in public and drafted with city counsel, includes a temporary compensation increase (described in the meeting as $6 per hour difference) beginning on Aug. 27 to reflect additional duties while shadowing the outgoing manager; it also preserves Fowler’s right to return to his public-safety position. The commission approved the contract by a 3–0 vote. Staff said Lieutenant Swanson will assume additional public-safety duties (start date cited as Oct. 15) while Fowler fulfills managerial duties and the administration will complete a formal recruitment process for a permanent city manager.
The commission also discussed administrative housekeeping to add new authorized signatories for city accounts to reflect the management transition.
