Seaside council adopts tighter public-comment rules, moves written-deadline to noon

Seaside's City Council adopted Resolution 4,081 on Nov. 10, 2025, approving a revised public-comment policy that tightens deadlines and clarifies how written and virtual comments are handled. The measure changes the distribution timeline so written submissions must arrive by noon on meeting days and online form submissions are automatically emailed to councilors during the meeting.

City Manager Spencer told the council the changes are intended to ensure councilors have time to read written comments before a meeting and to make the process more transparent. "They're submitted by a deadline by noon. They automatically are distributed to the councils," Spencer said during the work session. The policy retains in-person public comment as the preferred method and reiterates that councilors and staff generally will not debate comments during the public-comment period.

The adopted policy also formalizes how hard-copy submissions are handled: the city recorder will scan and distribute them to councilors by the noon deadline so they can be acknowledged during the meeting and linked in the minutes. The chair retains discretion to allow brief factual clarifications and to invite staff to clarify key points after public comment, but substantive responses are to be deferred to a later noticed meeting.

Supporters said the changes balance openness and efficiency; some councilors sought additional clarifications to wording and paragraph order before adoption. The council voted to read and adopt the resolution with the stated amendments; the motion carried on voice vote. The policy will be published on the city website.
