Commission approves Palace Poker hours and membership amendment with one-year review

The Grand Prairie Planning and Zoning Commission on Nov. 11 approved an amendment to SUP25090039 for Palace Poker at 401 East Palace Parkway, allowing the private card room to operate 24 hours and reducing the minimum membership period from three months to one week.
Staff described the venue as a private card room established under a PD amendment and noted that the original SUP included a one-year compliance review; staff found no public-health or police-record violations during the venue’s first months of operation and recommended amending hours and membership length while keeping other SUP conditions in place. Staff also recommended a mandatory city-council review one year after any council approval to confirm ongoing compliance.
Applicant spokesperson Jonathan Tooley and an applicant representative said the facility opened in August and that management has invested to create a high-quality venue, credited local police for working with the business and said the facility has generated about 100 jobs so far with plans to grow. Tooley said the request aimed to keep tax revenue local: “All our competitors are 24 hours, so…we’re the most restricted,” he said, arguing a one-week membership option would help tourism and charity events.
Commissioners asked about security arrangements and enforcement of alcohol laws. The applicant said the venue uses a third-party, armed security company run by a former police officer and that Texas Alcoholic Beverage Commission (TABC) rules (which prohibit sales roughly from 2 a.m. to 10 a.m.) govern alcohol service. The Police Department recommended on-site security and a one-year post-approval review if hours were extended.
Commissioner Ty Chapman moved and Commissioner Angela Lucky Vaughn seconded to close the public hearing and approve SUP25090039 per DRC recommendations; the motion passed unanimously. Staff will schedule a city-council compliance review one year after council action.
