At the beginning of the Nov. 10 meeting the City Commission agreed without objection to remove Item 400 (ballot language/charter referendum) from the agenda to allow additional conversations with Tallahassee and local stakeholders.
Public commenters urged the commission to hold more public discussion before moving forward. David Baer (Lake Tuscaloosa Association/Save Role Seminole) called the Tallahassee-imposed referendum "procedurally and substantively flawed," arguing it intrudes on home rule and noting single-member districts would not serve Winter Springs well because of the city's small geographic size and population distribution.
Several residents and speakers asked for workshops or additional briefings so the public can read proposed charter language and weigh in before any formal action. The commission said staff will follow up with Tallahassee and consider additional public engagement before rescheduling the item.
