Sandy presents fiscal-year carryover proposals; council asks for clearer itemization

Brian Kelly, Administrative Services Director, briefed the council Nov. 11 on the annual carryover process following the June 30 fiscal-year close. Kelly said departments returned about $1.0 million in net general-fund savings this year and proposed reappropriations across enterprise funds and capital projects.
Major items in the carryover package included an $8.5 million program for water-main replacement, $1.2 million for fleet (including $850,000 to seed purchase of a specialized tiller truck estimated at $2.2–2.3 million), $23 million appropriated in total toward completing the Alta Canyon community/recreation center (across multiple funding sources), and street, stormwater and parks projects. Kelly also described fee-schedule adjustments tied to plan-review valuation changes.
Council members probed specific line items — requesting a clearer breakout of the exact equipment and vehicles proposed for purchase and asking for a more readable packet format. Kelly said detailed supplemental tables exist in the packet (exhibits/resolutions) and offered to provide a tailored, department-by-department list and one-on-one briefings. Council discussed using contingency funds for a recurring budget-priority workshop and confirmed previously agreed restoration of some fleet vehicle funding.
No final carryover resolutions were adopted on Nov. 11; staff notified the council that related resolutions and public hearings will appear at the next meeting per the normal process.
