Summary

- Adopted Ordinance No. 8272 (second consideration) to set speed limits on Valley View Road and Summit Street to 20 miles per hour; roll-call vote recorded as 5–0.
- Approved Resolution B24-09 to close portions of Delaware and Fifth Street and permit possession and consumption of alcohol during the Leavenworth Christmas Market (motion and approval recorded).
- Approved Resolution B24-10 to participate in the MARC regional resource-sharing agreement for mutual aid (see separate article for details).
- Concurred with KDOT’s recommendation to award the sidewalk/ADA improvement contract to Lineweaver Construction and to approve BG Consultants for construction engineering (low bid approx. $1,755,000; staff presented a conservative city-share estimate of $777,000). Commission approved concurrence.
- Authorized the mayor to sign a design contract with Phoenix Corporation for Fourth Street (Seneca to Metropolitan) CCLIP project with a not-to-exceed design fee of $220,180; commission approved.
- Approved claims for Oct. 10–23, 2025 totaling $1,254,711.81 and payroll of $424,142.86 (includes police and fire pension contributions of $7,753.58); motion approved by roll-call vote.
- Moved and approved cancellation of the Nov. 11, 2025 regularly scheduled meeting due to the Veterans Day holiday.
Votes were recorded in the meeting transcript; motions were routine and most items carried unanimously. Items that require follow-up from staff include construction schedules, contract documents, and any operational coordination arising from the MARC agreement.
