Leavenworth concurs with KDOT: Lineweaver Construction to build $1.76M sidewalk project; city share could be up to $777,000

The Leavenworth City Commission on Oct. 27 voted to concur with the Kansas Department of Transportation’s recommendation to award a KDOT-funded sidewalk and ADA improvement contract to Lineweaver Construction.
Project staff told the commission that four bids were opened on Oct. 22 and the low bid, Lineweaver Construction, was approximately $1,755,000. Staff said KDOT’s original agreement capped the agency’s contribution but a 2024 supplemental agreement has removed that cap; staff presented a conservative worst-case estimate of the city’s share at $777,000 while noting it is "likely" the actual city share will be closer to $408,000. Construction engineering by BG Consultants was estimated at about $288,149.
The project combines previously proposed sidewalk projects along Vilas and adjacent sections; eligible KDOT funding under the TA grant covered 80% of construction up to the earlier cap. Staff recommended concurrence so KDOT can award to the lowest responsible bidder and proceed to construction. Commissioner motion and second led to a roll-call approval.
Commissioners asked about schedule and impacts to schools; staff said construction would start in 2026 with a goal to complete the work in fall 2026, scheduling the section nearest the school during summer break to reduce student impacts. Funding for the city's share is available in the general fund and the ’26 capital improvement program already includes a $700,000 allocation for the project.
What happens next: KDOT will finalize its award and the city will forward its share to KDOT prior to construction. Staff will return with construction schedules and any contract documents for the city’s concurrence as required.
