Council questions withdrawals from Recreation Reserve; staff point to budget appendices

Councilor Brown raised a formal question Sept. 8 about a $200,000 withdrawal from the city’s Recreation Reserve shown in MS‑9/MS‑10 reports. She said she could not find a clear line item in the budget documents and asked for an explanation of what the $200,000 covered.
Deputy City Manager/Treasurer Brian LeBrun answered that the transfer was part of the 2025 budget deliberations and that the budget detail and appendices include the transfers in from reserve; he told the council that the transfer was used as a revenue source in operating budgets to offset expenses for recreation programs and the community center. "Every single item that goes in and out of that recreation reserve was an approval from the city council either through a supplemental appropriation or through the budget process," LeBrun said.
Councilor Brown pressed for a clearer, line‑item report tracing the $3.5 million placed in the Recreation Reserve and what projects those dollars have funded. Staff said the budget appendices provide detailed line-item reporting and offered to produce a focused report to answer the councilor’s questions; the council accepted the FY reports and requested the supplemental detail be provided for review.
