Council approves sewer, intersection and bridge water-main funding

The Concord City Council on Sept. 8 approved three separate resolutions to advance city infrastructure projects.
Steeplegate Mall sewer pump: The council accepted a New Hampshire Department of Business and Economic Affairs grant of $859,689 to replace the Steeplegate Mall municipal sewer pump station, increasing capacity from about 91,000 to 347,000 gallons per day. City Manager Tom Walsh said the grant reduces the city’s borrowing need and helps lower sewer rate impacts: “The funds will provide additional financial resources that will actually then reduce the amount of bonds that we need to borrow, and actually help reduce the cost to the ratepayers.” The council approved the appropriation by voice vote.
Broadway/West Street CMAQ project: The council authorized the city manager to enter a project agreement with NHDOT accepting $3,169,480.97 in federal CMAQ funds toward a total projected cost of about $3.96 million and to issue up to $495,000 in general obligation bonds for the city share. Walsh summarized the multi-year process of design and programming and said design/permitting will be managed locally with state and federal oversight; staff confirmed further community meetings and council review before final design selection.
Eastside Drive Bridge water main: The council approved a utility agreement with NHDOT and authorized appropriation and bonding of $300,000 to fund water distribution improvements that will be completed as part of the Eastside Drive Bridge rehabilitation. Water Division lead Marco Fillipon told residents their service will be maintained via a temporary main during construction, and staff said the arrangement saves future costs by coordinating with DOT’s bridge work.
All three measures passed on voice votes; staff noted construction schedules are tentative and that additional public meetings and final design approvals will return to council for review.
