East Greenwich awards $129,000 engineering contract for Scallop Town Park improvements

The Town Council on Aug. 12 approved awarding BL Companies a contract not to exceed $129,000 to prepare construction documents and provide construction administration for improvements at Scallop Town Park, including a formalized dog park and shoreline resiliency work.
Andy Wade, director of community services and parks, said the scope derives from the town’s waterfront study and noted the project already secured a $100,000 DEM recreational development grant plus a congressional community project award of roughly $963,000 toward shoreline improvements. He described an RFQ/interview process that produced six responses and led the town to select BL Companies based on qualifications and a prior track record on local projects.
Wade said planning will start in September, bidding is expected next year, and some park areas could open in 2026 with staged completion. Council voted 5–0 to approve the contract and authorized the finance director to advance funds from the unassigned fund balance for reimbursement by the grant award.
Councilors asked about schedule, fence/install sequencing to allow partial park opening and ecological protections for the park’s capped landfill areas; staff said permitting (CRMC, DEM) and design coordination would guide sequencing.
The motion carried 5–0.
