The Mitchell City Council voted Nov. 3 to install an all‑way stop at the intersection of First Avenue and Foster Street after HDR Engineering recommended the modification following a master transportation review.
Public Works reported the intersection met the MUTCD crash warrant—six reported crashes since Jan. 1, 2024—and recommended all‑way stop control to improve sight distance and safety for pedestrians and bicyclists given the proximity of Hitchcock Park and a gas station. Council members discussed the need for additional lighting, advance signage and flashing beacons; staff said preliminary stop‑ahead signing and blinking lights could be installed promptly if approved.
The motion to approve the all‑way stop passed unanimously. Staff said they would proceed with the signs and flashing lights and monitor the intersection to assess effectiveness.
