Lincoln County accepts Fuss & O'Neil RFP and secures $150,000 grant to study water and sewer feasibility

"We applied back in January for [the Department of Economic and Community Development] housing opportunities program. We found out that we were awarded over the summer," said county planning staff, noting the award was $150,000. "$140,000 of which will go towards the sewer and water feasibility and funding strategy," the staff member added, saying the remainder will come from the county's strategic plan reserve account.
Staff recommended accepting the single responsive proposal from Fuss & O'Neil to examine first‑ and second‑choice sites submitted by four municipalities (a total of eight sites). The consultant's scope will identify how far utility lines must be run, pipe size, approximate connection costs, potential effects on site density and a funding strategy for extending infrastructure. The project includes staff time for outreach to municipal water and sewer districts for capacity and feasibility checks.
Commissioners moved to accept Fuss & O'Neil's RFP response and approved authority for the county administrator to execute the contract. The motion passed in favor.
Staff said the intent is to lower the due‑diligence barrier for developers and provide town and investor clarity on costs and phasing; the feasibility study is expected to inform future grant applications and development decisions.
