The Simi Valley City Council on Tuesday approved two separate two-year memoranda of understanding with police bargaining groups that city staff said are intended to improve pay parity and recruitment.
Assistant City Manager Luis Garabay told the council the proposed agreement with the Simi Valley Police Officers Association (SVPOA) includes a 5% salary increase effective in the first pay period after adoption, elimination of the bottom three steps in the officer salary range, and a SimiFlex stipend. Garabay said the total contract cost is "approximately $4,200,000," and staff proposed using roughly $811,000 in vacancy savings and an additional $765,844 from the city's general fund balance to cover year‑one costs. Council adopted Resolution 2025-32 and approved the appropriation unanimously.
A separate agreement with the Simi Valley Police Managers Association would provide a 5.5% salary increase in year one and a 4.5% increase effective July 1, 2026, along with accrual adjustments and similar SimiFlex allocations. Staff estimated the managers' MOU at about $489,115 and requested a supplemental appropriation of $87,324; council adopted Resolution 2025-33 unanimously.
Councilmember Rhodes moved adoption of the SVPOA resolution and cited recruitment needs; Mayor Pro Tem Judge seconded the motions and the votes were unanimous. The agreements will increase the city's labor costs in the coming fiscal year, and staff said year-two costs will be included in the FY 2026–27 budget process.
The council did not alter the text of the agreements during the meeting. The resolutions and supporting staff reports were discussed during the council meeting and presented as part of the consent-of-business agenda.
