Ellsworth awards winter salt contract to Eastern Salt after debate on quality vs. price

The Ellsworth City Council on Aug. 18 approved the purchase of winter road salt from Eastern Salt at $66.40 per ton after staff and public-works employees described performance differences that affect spreading, waste and equipment wear.
Public Works Director Mike Harris summarized three bids: New England Salt at $65.85/ton, Eastern Salt at $66.40/ton and Morton Salt at $88.83/ton. Staff recommended Eastern Salt because its larger crystals spread more evenly, reduce clumping and require less material and labor during storms. One crew member described fine-grained product that clogs spinners and bed chains, increasing overtime and maintenance.
Councilor (Speaker 8) said she preferred the lowest price, citing procurement concerns; public-works staff and other councilors pushed back on a narrow price view, noting higher operational costs associated with the finer product. After discussion, a motion to approve Eastern Salt at $66.40/ton passed by voice vote.
