Council tables childcare conditional‑use permit after debate over parking improvements

Staff said the current tenant is effectively grandfathered under older rules but that the recommendation sought to address turnover.
Council members expressed safety concerns about the existing parking surface. Councilwoman James asked whether the improvements would be required immediately; planning and staff representatives said the Planning Commission had recommended the improvements occur on tenant turnover, not immediately. Councilwoman James moved to add a condition requiring parking improvements; Councilwoman Wells declined to amend her motion to include immediate parking requirements, and the amendment failed after an abstention and mixed votes.
Following debate, Councilwoman James moved to table the CUP to allow councilmembers to visit the site and further evaluate the parking and safety issues; the motion to table carried, and the item was scheduled for the Aug. 18 meeting.
Staff clarified that the city would not issue an occupational tax license to any new operator until conditions set by the governing body were satisfied, and that the council retains authority to modify or reject Planning Commission recommendations.
Next steps: site review before Aug. 18 meeting; council will reconsider any motion to approve with parking conditions or other amendments at that meeting.
