The Cudahy City Council approved a three-year contract with Smart Compliance LLC on Oct. 21 to provide SB 1383 (Organic Waste Reduction Act) tracking and record-keeping software.
Public Works Director Bridal Diaz presented the procurement: CalRecycle required a record-keeping mechanism and staff solicited quotes from three CalRecycle-approved vendors. Smart Compliance offered a setup cost plus two years at $9,995 per year with the third year waived for a total three-year cost of $21,985; Minerva and RouteWare were higher-cost alternatives. Diaz said funding for the contract will come from the city’s general operations budget and that other jurisdictions also use external vendors for these SB 1383 compliance systems.
A motion to approve the agreement passed by unanimous roll call (Fuentes: Yes; Gomez: Yes; Lomeli: Yes; Vice Mayor Doctor Gonzales: Yes; Mayor Alcantar Loza: Yes). Council members asked about building internal capacity over the next three years to manage SB 1383 data themselves, and staff said that capability will need to be developed over time.
The approved contract directs the city manager or designee to execute the agreement for the three-year term.
