The Nov. 5 Kenai City Council meeting included a set of routine and consent actions adopted with little or no public debate. Highlights of enacted items and formal actions include:
- Ordinance 3490‑2025: Enacted to accept an EPA grant and award construction for wastewater digester blower upgrades (see separate article for details). Vote recorded 6–0. - Ordinance 3491‑2025: Introduced and enacted to accept three bronze statues donated by the Kenai Chamber of Commerce and Visitor Center under Kenai Municipal Code. Council approved introduction, second reading and enactment (6 yes) so the unveiling could proceed the following day. - Resolution 2025‑62: Adopted to vacate portions of utility easements for Valhalla Heights preliminary plat steps; action carried by unanimous consent. - Resolution 2025‑63: Adopted establishing the 2026 City Council regular meeting schedule with a minor July date adjustment; adopted by unanimous consent. - Resolution 2025‑65: Adopted authorizing the use of the equipment replacement fund to purchase data center equipment/software; adopted by unanimous consent. - Resolution 2025‑66: Adopted authorizing the use of the equipment replacement fund to purchase a replacement trackless MT7 with snowblower attachment to replace an existing unit; staff described use for sidewalks and berms; adopted by unanimous consent. - New business referral: Council directed the Planning & Zoning Commission to review and recommend updates to Kenai Municipal Code Chapter 14 (subdivision regulations) to allow referring detailed standards to a road design manual and water/wastewater standards, as a means to streamline future changes. - Appointments and confirmations: The council confirmed the mayoral nominations for commission liaisons and supervisory committee members and confirmed a partial‑term appointment (Marty Askin) to the Planning & Zoning Commission; Vice Mayor Askin declared a conflict when the appointee is a spouse.
