They identified three property owners where negotiations have stalled; one property owner (parcel D10) has retained an attorney and staff said they are prepared to set a fair‑market‑value offer or pursue condemnation under federal grant conditions to avoid missing project timelines. “If they don't come to the table, we're prepared, and we'll be able to file condemnation so that we can stay on track for our project timeline and for our grant timelines,” staff said.
Councilors asked about construction timing; staff said the schedule depends on contractor sequencing and that acquisitions/condemnation must be resolved before the city can let the work. Staff will continue negotiations and present affected property owners an opportunity to speak at the council public hearing.
