The adopted changes extend the completion window from 30 to 60 days and preserve a four-hour training requirement while adding flexibility for members who cannot attend the live session.
Under the amended language, recorded training may be launched at City Hall unless a monitored digital alternative is available. Councilmember input stressed the need to ensure the recording is actually watched: "we need to make sure that it actually you know, they are watching it because it's important," a council member said during discussion. Staff and the city attorney described practical verification options and will work with information-technology staff to explore online training engines that require prompts or progress checks.
Council also discussed scheduling practicalities for volunteers who work standard 9-to-5 schedules. Staff said the instructor is booked for an in-person four-hour session but that future scheduling and monitored split-session options could be offered; council directed staff to provide evening or staggered viewing opportunities and tasked the clerk and IT with exploring a monitored digital alternative.
The council approved a motion to provide a boxed lunch for attendees of the in-person training session as a modest accommodation for volunteers participating in the four-hour course.
Next steps: staff will operationalize a monitoring option for remote completion, provide a schedule of in-person and group viewing slots, and return a finalized resolution text if technical wording changes are needed for future readings.
