Oshkosh Transportation Committee agrees to require motions before discussion after split on ATV/UTV referral

The Oshkosh Transportation Committee debated whether it should always take a formal position after two recent agenda items failed to move forward to the Common Council.

Chair (unidentified in the transcript) opened the discussion after members reported a recent motion died for lack of a second. Several committee members said that requiring a motion and second before discussion would make the committee’s stance clearer and allow members to amend or delay action formally.

"My prior practice was we didn't discuss it until it got moved," the chair said, arguing that having a motion on the table merely opens the item for discussion. Another member told the committee they felt the body had been criticized unfairly by some council members and that the committee had done thorough fact-finding on past items.

The debate followed a recent referral about ATV/UTV rules the Common Council declined to advance. Staff told the committee the council did not secure the four votes needed to move the item forward and that, absent new information, the issue is unlikely to be reintroduced soon. "Before you get to the details, you gotta answer the yes-or-no question," staff said, describing the committee role in advising the council.

Outcome: Committee members agreed to the procedural change: before substantive discussion the item will be moved and seconded so members can then vote, amend, or defer via motion. There was no formal roll-call vote recorded on the procedural change at this meeting.
