The Budget & Finance Committee on Nov. 11 recommended approval of several contractor payments and a reimbursement connected to a 2024 wastewater treatment plant upgrade and a street reconstruction project.

For the wastewater treatment plant tertiary filters and UV disinfection project with contractor JH Hassinger, the committee approved pay request number 18 for $28,036.59 and pay request number 19 (final) for $230,930.58. Public Works staff told the committee the project appears to have finished approximately $150,000 to $200,000 under budget; a final reconciliation was not yet available on the record.

The committee also approved reimbursement request number 15 to be paid from the Clean Water Fund loan in the amount of $296,155.05. Staff said reimbursement requests have mirrored contractor pay requests and that one additional reimbursement will cover the engineering firm's fees for an operations and maintenance manual; those engineering costs are reimbursable.

Separately, the committee approved pay request number 42025 for the Hickory Lane reconstruction to Vinton Construction in the amount of $618,120.14.

On the change-order item tied to the wastewater project (change order number 2 for JH Hassinger), the committee approved a decrease to the contract. However, the committee record contains inconsistent numeric amounts: at one point the chair read a decrease of $8,470.66 and the motion text recorded a decrease of $88,470.66. The discrepancy was not resolved on the record during the meeting; the committee approved the change order by voice vote.

All contractor payments, the reimbursement request and the change order were recommended to the Village Board by committee motion and voice vote. The committee record documents the motion and the second (as recorded in the minutes) and reports each item "carried" after voice votes; no roll-call vote tallies by name were recorded in the transcript.

What happens next: The committee forwarded the recommendations to the Village Board for final action and staff will finalize reconciliation of the wastewater project closeout for the board packet.
