Council signs off on tax roll, declines Brazos CAD nomination, accepts TxDOT airport grant and approves consent agenda

Grimes County tax roll: Staff recommended and council approved the certified tax roll for Grimes County for tax year 2025; staff said the taxable base was up about 10.92% from the prior year (approximately a $425,000 increase). Council noted some materials had arrived late from the county this year.
Brazos Central Appraisal District: Staff explained the city could nominate directors to the Brazos Central Appraisal District after annexation of a strip of Brazos County property but observed that no residents live in the annexed area and the city would not have votes on the ballot; council moved to make no nomination.
TxDOT routine airport maintenance grant: Public Works Director Jennifer Raine presented the annual TxDOT program and requested acceptance and designation of the city manager as the authorized representative. Staff clarified that the city match for the program would be $11,111.11 and that the grant covers routine airport maintenance (lighting, AWOS, tree trimming, parking design and repairs). Council approved accepting the grant and authorizing the city manager.
Consent agenda: Council approved the consent agenda, which included amendments and expenditures for September 2025 and the monthly investment report. Staff noted a corrected expenditures copy had been provided for council review.
What’s next: Staff will process the county tax roll ordinance, implement grant paperwork with TxDOT and proceed with consent‑agenda administrative items.
