Whitfield County reviews September finances, awards contracts and reallocates ARPA funds

Whitfield County staff presented September financial results and the Board of Commissioners approved the monthly report and several contract and spending items during the Nov. 10 meeting.
CFO Godfrey said year-to-date revenue through September was $31,500,000 and expenditures were $47,000,000. She noted two unbudgeted items—a solid-waste payment and an additional LMEG payment—improved revenue relative to the budget by about $2,000,000. "So year to date versus budget through September, our revenue was $2,000,000 more than originally budgeted," Godfrey said. The board approved the September financials on a 4-0 vote.
Contracts and awards: the board approved a $1,557,000 winning bid from Proper Construction Group, LLC for the Southside Prater's Mill improvements; the chair said the project is expected to be completed by spring or summer 2026 and that grant funds must be spent by Dec. 2026 or the $2.1 million grant would have to be returned. The board also approved the annual Motorola agreement for $124,007.70 to maintain radio and tower coverage used by 911, police, sheriff and fire services, and approved outfitting 11 sheriff vehicles with a light package (low bid West Chatham Warning Devices at approximately $139,004) charged to a SPLOST project.
ARPA reallocation: with several ARPA projects coming in under budget, the board approved reallocating about $110,000 to similar county projects (riverbed sewer/water payback, Summit Trail improvements, and a recreation project on Rocky Face Ridge).
Why it matters: the financial report and contract approvals set spending priorities for capital projects and public safety equipment and formalize use of federal (ARPA) and local (SPLOST) funds. The Prater's Mill contract and grant carry a calendar-year expenditure deadline tied to grant conditions.
What’s next: staff will manage contract execution and grant timelines for Prater's Mill; the county will implement ARPA reallocations and the Motorola contract as budgeted.
